I have two graphic cards to choose between and the price is the same so i would like to know which you guys suggest:

Palit GeForce 4 Ti-4200 128MB-DDR TV-Out

PixelView Geforce 4 Ti4200/128mb/ DVI/TV-Out

Maybe not the most famous brands but the price is really good so i would like your opinion on which to buy

Don't get Palit. They underclock their cards and use substandard memory chips, so they can be cheaper. I don't know anything about the other company. Check the specs on the manufacturers website really close. Not all GF4's are the same. Some manufacturers make them different speeds.

BTW, you don't want to get a card with SDRAM on it. You only want DDR.

What is you target price range?

If you can't afford a decent GF4 Ti card, then the best card for the money, below that, is a GF3 Ti 500 or Radeon 8500(LE).
