I think there was some problems with the drivers that caused XP to only have low Hz options for your card. Make sure you have the latest drivers installed. Second, make sure your monitor is properly recognized by XP. Dont just use the Generic, or Plug And Play monitor option. If your monitor didn't come with a driver disc/cd, check thier website for an .inf file for your monitor, or, check in XP hardware configure(?) and see if there is already a listing for your monitor.
If all that is fine and you still can't choose higher refresh rates, you might be able to use something like PowerStrip to force whatever refresh rates you want. Just make sure that your monitor does in fact support (X) refresh rate @ (X) x (X) resolution. It sould force your vid card into the setting you want. There may be some Radeon specific programs in order to do that (like Riva Tuner for Nvidia cards), so look around.
