I've read a bit about lowering fan voltages. Is there a program to do this or do I need a rheostat (according to my local radio shack, i need new fans...lol) ?
If I need a rheostat, how do I go about hooking it up and such? TIA

just place the reostat in series with the fan on the 12v (yellow) line. reostats have 3 pins, just connect the 12v line from the psu to either side of the reostat (depends on wich way you want to turn it) and then from the middle pin to the red wire of the fan. that should do it.

the rheo that radio shack carries in stock is a very low wattage rheo. I would look for another electronic distributor.
The best way to lower voltage is with a voltage regulator circut
