is it the only device on the cable?

what do you have the jumper set for? you may have to switch the jumer on the other device as well...

Set both to Cable Detect, and set the one with Windows on it on the Master cable head

Just to test the drive, why not set it to master and make it the only drive on the cable, then restart and see if BIOS detects it. If BIOS can detect it, but you were still worried about it's integrity, you could download a utility from Maxtor to test it(the utility runs off a floppy that is bootable). If it passes both test, then check the other HDD to see where it's jumper is set(some HDD has a only position, make sure it's not set that way)

Saw the screen shot, the reason it isn't in My Computer is because you haven't formatted it with a file system yet.

See if you can see it here:

Start

Right-click My Computer

Select Manage

Expand Storage if it's not(click the +)

Doubl-click Disk Management

You should get Partitionmagic, latest version 8.0 i belive. I have ver.7. It comes with Bootmagic, for booting to differant partitions, and is very awesome program for fromatting and partitioning drives!
