This is probably a noob question but ok what happens if i oc my video card to far will my computer not start or will my computer just be unstable and can i flash my R9000's bios.

i dont know about the bios, but everytime I take my oc a little to far on the vid card, it just makes the screen really screwed up and doesnt change back so I just hard re-boot, that way windows doesnt save the settings. It just goes back to the last best setting.

so ocing the vid card is done on the fly.
The best stages, IMO, to overclock a video card is to crank it up a little each time and then run 3DMarks a couple times. If everything looks good and the computer doesn't crash I add a bit more.
Disclaimer: I don't promise nothing bad can or will happen to the video card.
To answer your last question, video card overclocking is usually done from inside Windows/Linux and not the Bios.

If it aint broken dont fix it. Haha unless ur bios dont let u overclock like the 9500 u prolly cant get anybetter.
