temp a bit high?

Can anyone help with this? My kit:

Danger Den Maze 2 (Athlon version modified to fit P4 clip)
DD VGA Block (for a Geforce 3 but fits my Radeon 9700)
Heatercore
Eheim 1250 submerged in reservoir
1/2" fittings and tubing all round
Distilled water + some water wetter
Arctic Silver 3

Loop is as follows:

Pump/res->Radiator->CPU->VGA->Pump/Res

CPU: 2.6Ghz P4 Northwood
VGA: Radeon 9700

What I don't understand is why my CPU temps are like this:

Idle 30C and under 100% load 41C

The water temp seems to remain hovering around the 25-28C mark depending on load as it leaves the radiator so why is there such a big difference under load? What can be done to reduce it?
 
They look good to me I have the maze 2 and the dd cool cube on a t bird and I'm running 38*c and 48*c.......
