I have seem to of lost my manual. Could someone please tell me what it states for tightening the wingnuts and springs. How far down do they need to be tightened? Any other important info on the manual?

15 rotations per wing nut, tightening in an "X" pattern. Also, the three dots on the block are supposed to be on the same side of the socket as the lever.

Mine says:
"Important: Turning the wing-nuts 6 full rotations each gives the maximum AMD recommended CPU mounting pressure. Tightening the wing-nuts further may cause damage to your CPU."

Yes, 6 full turns for AMD, 15 full turns for Intel.
