temps of first rig

my first watercooling setup is finally done....the temps are as follows

athlonxp 1700+ @ 1.69mhz (i think this is the first 1700 chip out...it sucks) @ 2.09v

temps are 38idle, 42-43 load.

my waterblock(mcw5000) just cant seem to keep temps down that low no matter what the voltage....but no matter high i pump up the voltage the temps never increase that much....so what i'm saying is does the mcw5000 just suck some or are my temps respectable.
 
but even when at default 1.75 voltage the temps are never much lower....so what could be causing that?
