A7V133 and incorrect PCI Bus Speeds

I have an A7v133 REV1.05 with BIOS 1003a. I am running an Athlon 1.2 with a 266 fsb. I am using Mushkin rev2 enhanced memory.
I have the board set to jumper free mode and in the bios I have it set to 133 memory, 9.x multiplier, and 133fsb. Automatically the PCI bus should be at 1/4 with fsb above 100Mhz, but it looks like its stuck at 1/3. When I check the speeds of my PCI bus through Sisoft it is reported as runing at 45Mhz when it should be 34, also AGP is too high. Anyone heard of this b4? Any suggestions?
 
CAn you please suggest another free proggy I can check it with?
