restarts as soon as windows loads

I was having some problems with my computer restarting as soon as it got into Windows when I had my fsb at anything over 202 or 203mhz but it had absolutely no problems booting or anything. Could this be a problem with either my ram or power supply? My +5v stays around 4.8 and my +3.3v stays around 3.15. I've got it set at 12 x 200mhz right now but it's saying 2405mhz which would be 200.416 or 200.42. 2405 runs without a hitch but at 12 x 202mhz or 2432mhz it restarts. Any ideas how I can stop this from happening? It seems like the chip wants to go faster but something is holding it back. Thanks guys.

According to MBM and USDM, the highest temp I've seen is 36C. Also, this is about the 2100+ in my sig.
 
What is your vcore at? What about vdimm? Your ram might need some more voltage if you are still at default.
 
For my 2400+, @ 12x200mhz I have to use 1.850v. and afterward every 50mhz increase in cpu speed, I have to increase my vcore 0.050v. So @ 2450mhz I would run 1.900vcore. However, that just my 2400+ and every cpu is different
