I read their site about their returns and the one thing I'm not sure of...do I have to pay 15% restocking on something that's broken? (Thermaltake GeForce Copper cooler, the fan is buzzing, I think its the ball bearing). So I just fill out the RMA paper, ship it to them (at my cost even) and they send me a new one?
 
You shouldn't have to pay a restocking fee on broken items if you are returning under warranty for repair or exchange. It is customary to pay your own return shipping when buying from an online vendor. Depending on their policy they may charge you a restocking fee if you want to return defective items for refund.
