One of my fans have gone off center and the rpm keeps changing and makes a very annoying wind frequency as it keeps changing. How do I re center it????!?!

I would suggest you just buy a new fan. They're cheap, and a noisy fan is a fan thats probably going to fail in the near future. If you do want to try fixing it, on one side of the fan you will find a sticker covering a lubrication port. Remove the sticker, put a few drops of lubricant in the fan, manually turn it in the proper direction a few times, then replace the sticker.

No, all my fans are well oiled. It's just off center. I'm not sure how to re center it. You can tell its off centre because if it's lying horizontally, it spins fine, but if I rotate it slowly, as it passes various angles, the rpm changes and you can feel the centripetal motion is not smooth and stationary, instead, it is an oval orbit.
(if you get what i mean....)
anyways, I just need to know how to re center the fans

get a new fan, it sound slike the bearings have gone in the fan, you can replace them but its not worth the trouble really, you have to un-do tiny clips and then pull the fan off, swap the bearings and then try and get the clip back on, trust me(and the others) its much easier to get a new fan.

what size are they because if they are just 80 that is only like 7 bucks for a really good fan so unless you can fix it by playing around and testing different things you should just buy a new fan. Mine started going crazy so i just replaced them because they were like 3 yrs old.

The one thats going bung is an 80mm which I've had for about 6month. I picked it up for $3 and its a 39cfm fan.

How about a blowhole install for all the effort it would take to refurb your 80mm. You could put a fat 120 in there and be cool a the same time.

I've got dual 80mm blowholes on top and dual 80mm side blowholes already.

Do you have some sort of sentimental attachment to the fan? No offense of course, i'm just curious why you'd care so much about a 3 dollar fan :D

Well, if my PC was running 28C at full load, i'd probably want to keep the fans I had too
Man that's a nice temp

Not worth the time for a $3 fan, imho.

28C @ full load!!!!!!!!!!!!!!
how do you do that?
my load temp is about 40 :(
my house is 60F and I have 2 exhaust fans, 3 intake, one of the intake fans is in a side blowhole with a duct going directly to my volcanoe 9, and I have a 1ft. x 1ft. hole in my side panel with a holms air heater, duct taped in (switched to fan only mode).

Well....
Here's my setup for my case:
2x80mm top blowholes
2x80mm side intake blowholes
2x80mm rear exhausts
1x80mm front intake
I've arranged the fans so that the case is running in negative pressure. I've sealed all gaps in my case except for the fans.
I've got a passive duct to my volcano 9 so that it brings in nice and fresh, cool air from outside the case and feeds it directly to my V9. I've modded my v9 so that the fan is about 2cm higher off the sink that it usually is, so that it removes the deadspot and allows the smartfan II to 'breath' better.
I've lapped my v9 to a mirror finish and the copper insert is flat with the aluminium base, as opposed to the copper insert being slightly higher than the rest of the base. And finally, I a very thin layer of arctic silver 3.
Also, there's more fans inside my case whose sole purpose is to direct the airflow in my case. There's fans and/or heatsinks over all the important components eg ram, northbridge, southbridge etc. I've also got an 80mm fan blowing over my 2 40gb hdds.
I think that just about covers it....
