I've played with several of these chips and never seen one go past 600 MHz. (75FSB) Even with active cooling I don't think they go much further. They were already pushing the core limits, as this was the last of the ppga breed.

Could you help me out on this one: I've got a MSI 6309 Lite board but cannot adjust core voltage on the CPU. Is there an alternative BIOS or another tweak I can use for this?
My C-633 won't go higher than 900/933 (that last one is unstable).
On a BE6-2 (Abit) I got an easy 950 out of this same chip, but at a Vcore of 1.80...
Replacing the board is no option, I don't have the BE6-2 any more... and budget is running low.

If your Vcore is indicating that low, I don't think you have a PPGA celeron. Especially if you're able to hit 900MHz with it. It has to be a coppermine core, and that would make it an FC-PGA. Go to this article on info about increasing Vcore.

Good luck.
