ep-8rda 3.3v line

My main system completely devistates the 3.3v line on any PSU i've hooked up to it. 4 Psus from a 300watt deer to a 350watt sparkle (459watts). They all kept fairly steady around 3.3v on my secondary system, but drop to 3.1ish on my ep-8rda system. I've narrowed it down to one of three things.

1. Something is happening that is dumping 3.3v into a ground.
2. 8x Agp consumes 3.3v (I dont have any 4x agp cards so I can't test this).
3. the ep-8rda consumes 3.3v


So can everyone with an ep-8rda and a multimeter give me the readings they are getting on the 3.3v line (orange) and what kind of video card they are using.

I'm seriously leaning towards 1. My 530watt fortron has the exact same 3.3vline as my 300watt deer when hookedup to this system. Something must be shorting.
