Couple of P4PE questions

Ok I got two questions about my mobo. First, which bios is best for overclocking and stability, I know people will have different opinions on this and I'm going with the majority. Second, my mobo has a problem where when I first start the computer, the fans will spin up and all, but no beep, nothing from the mobo. I have to press the reset button and then it will POST. Is this what people mean by cold boot issues? And if so, do I have reason enough to RMA this mobo to asus?

Most people have been using beta bios 1003.006. Seems to cure some cold boot problems and seems to help with overclocking.Try going to asusboards.com. Lot's of helpful info.
