select any multiplier? I know that NF2 boards allows to select any multiplier you want. Am I able to do this with KT400 specifically a Gigabyte GA-7VAXP board?

I don't know about Gigabyte GA-7VAXP
but mine abit kd7-raid with kt400 has all 5x - 20.5x multipliers and they work with barton,
The board needs to read all 5 bits to be able to work above and bellow 13x
 
If you have the ultra board, there are 6 dip switches that allow you to change the multiplier from something around 6x to 21x (I can't remember the exact multies).
If you have the non-ultra, I believe there are 5 dip switches..
I gotta head out for awhile, but I'll write back later on..

And all the T-bred B's are auto-unlocked. Mine is currently at 14x and I didn't do a thing to the chip or mobo (besides adjusting the dip switches)..

Read the manual, they have a page that shows all the multies available to you.
