Phase Changing cooling in Toronto?

Hi I was either interested in buying a phase changing cooling system or building my own. Is there anyone here who has built there own? Also, perhaps of those people, if any live in Canada, where did you get the parts? How much? I was also wondering if there were more then just the 1 article on how to build a phase-changing cooling system.
Any help for a noob would be awesome.
