I've been unable to o/c past 157 which is less than what I was doing on a Gig board; however, based on everything I've read, it appears the most important item is ram---make sure you get 3200 or higher and check out the boards for the various brands that seem to be doing better.
Steppings are midlife revisions to a CPU model line. The first Socket 478 P4's were called B0 steppings, and topped out at 2.53GHz. The next stepping, and last for the 533 chips, was the C1. This revision allowed the speed to ramp up to 3.06GHz, and created some monster overclocking chips on lower speed models.
