Yes it sure can, but it can also do the opposite.
If it creates too much extra heat, that the component like RAM, Video Cards etc can't dissapate, they might cause instability.

If you are using your FSB at all to overclock and even somewhat with just a multiplier you need to up you FSB. I have mine at 3.8 volts.
