Yes, all DLT3C are 1.5v, but that doesn't mean Tbred-B. It could easily be (and is most likely) a Tbred-A.

*edit* is talking about the voltage? Tbread A is 1.5, and Tbread B is 1.6... or maybe its the other way around

The "L" in DLT3C tells you that it is 1.5 volt, but I agree with Shade00 that it is probably a Tbred A (and not the 1.5v Tbred B everyone is talking about). If it is a Tbred A, then you would probably be able to overclock to around 1.9-2.0 GHz. You might ask them what the 5-digit stepping code is (such as AIUGA, JIUHB). This would tell you whether it is a Tbred A or B.
