The four white dots are four your cpu so you don't crush your cpu with the heavy heatsink. I don't know what the black sticky strips are for.
the long strips are to put on the heatsink where the fan is going to sit, they help reduce vibration between the fan and heatsink.

Thanks Guys...
Those black strips make pretty good sense.
"the long strips are to put on the heatsink where the fan is going to sit, they help reduce vibration between the fan and heatsink."
Thats what I thought they were for when I got my slk-800, so I did some research. They are suppose to be used with the TMD fans the ones that have no the motor in the center, I can't recall the brand. I think they go on top of the fan and the clips use the strips to hold the fan on the heatsink because the fan has no corner holes. I think under any fan is a good option also, I don't remember why I didn't do it with mine though, but there was a reason.

TMD fans have standard 70mm mounting holes in the corners, it clips as any other fan.
But using a rubber strips between the fan and heatsink is very good idea, my SLK-900U came without such strips, so I made them from some 3mm thick rubber, and they indeed reduced fan vibrations and, which is important for me, noise from the fan.
