you have to pinch it with like a plyer or sumthin and push it out.....

i just got on to ask the exact same question....trying to put AS ceramique on my northbridge....then i cant get the fan off....

Pinch the anchors of the push pins at the back of the mobo for it to detach, so yeah remove the board from the case.

Don't use any thing other than tweezers or needle nose pliars. Once you get the spear end squeezed together, it should pull out fairly easy from the top. Be careful not to slip and scratch the mobo traces on the bottom.
