Once I've got my hands on proper cooling, I'm going to try unlocking my Duron 700 and setting the multipliers and voltage so I've got it up to 950. It's going to be quite a while (probably not until my birthday on April 14th, or shortly before), so I want to look at all my options. After taking a look at what's out there, and hearing some recommendations from people, pretty much any Alpha cooler with the proper equipment (fan, heatsink, etc) seems able to do the job, but nobody mentioned peltier coolers, which are pretty close to the same price. I've heard they're kinda fussy, and you might need to get the proper software so it doesn't cool your chip below 0º (which could damage it), as well as taking care to make sure the escaping water vapour doesn't damage your system components. What do you guys think about peltiers? I'm going to be able to spend probably close to about $100 CDN (approx $66.17 USD) on the order, and I want to get the best I can afford. Any help would be appreciated :)

So, what do you recommend then?

Recommended would be alpha PAL6035 or PEP66 or globalwin FOP32-1/38-1's. I personally have run both the PEP66 and FOP32-1 on a 800MHz Duron@1100MHz without any problems - although the PEP66 is not AMD approved, so the PAL6035 would be a better choice.
