Wow - I remember the days my budget was like that... both those units are made by the same company and are overrated. If I were forced at gunpoint to choose between them, I'd get the 400 but wouldn't expect much of an OC at all out of them.

Newegg has Sparkle 350's for $32 (under Fortron/Source) - it would be worth the extra cash, but if you don't have that much to play with I guess that's out. Perhaps you could find one of these on ebay for cheap. Another option would be to try and hunt down a Channel Well 320w+ unit - they can often be found for very cheap but often not under their own name. Most of their part numbers start with CWT. Sunny Technologies, Just PC (CWT models only - some of theirs are Deer), and Turbolink are an example of CWT relabelers. Unfortunately they aren't often under $30 either :(

Just remember one thing...especially when it comes to PSU's...you get what you pay for...and I will back Wolf on his statement...don't expect a very good OC and do not expect very good +12 or +5 rails running full load..even at default...
