Duron 650, Can't Overclock!!

Ok, well I am back up. Received the new A7V today and put it all together. Its was nice to see everything go up and in sync with no problems. But, I can't seem to get this 650 past 700. I have unlocked with rear defogger material from Autozone. Did it 3 times. No bridges are touching. So my question is,Is it my bios settings or Hsf? My HSF is a cooler master DP5-6H51. Bios says temps are MB 30c and CPU 41c @ idle. If I try to go higher I get black screen and have to power down. Ram is pc100, voodoo5 agp,300watt p/s. In jumper free mode. Any possible fix?

O.K.,Well changed to manual mode, currently running 950mhz off this 650. Was able to post over a gig but it was a no go into win98se. Will be looking at some good pc133 and better HSF real soon. Hope will sove problem.
