For some reason, it seems like my frequency changes aren't registering. For example, I would use RivaTuner to overlock the cards. I would save the settings. But when I run 3dMark `01 I get NO increase whatsoever. I would try oc'ing with many different programs such as GTU, Pstrip, and nvHardpage, and the advanced settings in the "display properties". The changed frequencies seemed to be saved in the registry. But I get no noticeable increase on any benchmarks. I am currently using directx9 and the 44.03 detonator drivers.
I would appreciate any insight to this.

How far did you o/c the card?
Sometimes o/c'ing a card doesn't improve performace. It can even hinder performance. Also, did you try rebooting after making the clock changes?

its a simple registry hack that opens up a hidden menu for clock frequancy adjustments in the nvidia display menu under youre cards name. it also opens a hidden tab in direct 3d settings under the cards name "more direct 3d" here you will find a option to turn off vertical sinc. and actualy let the card runder 3 or 4 frames ahead giving a big boost in performance. don't render over 4 frames ahead or you might get stability problems!
i find it a little easyier to use and you don't have to go to any special software to do it. it's what i use for all my o/c! check my sig below!;)

I use Rivatuner, and it works. Maybe your problem is that something is bottlenecking your system so heavily that no speed changes are registering. Try underclocking the card to as low as it can go and then see what happens.

rivatuner - make sure u check off the "apply setting @ reboot"
as for me - my ti4600 will run with memory @ 750 - but my score is considerably lower then it i have it @ 729 - in this case overclocking the core or memory beyond that "sweet" spot, may not sho improvded results.
