Does anyone know a producer of CPU fans that are driven by the edges of the fan rather than by the center and that sells these fans separate from the CPU heatsink?

The manufacturer of those fans is YS-Tech, and one retailer that stocks the fans only is Pham Computer (http://phamcomputer.safeshopper.com/49/cat49.htm?112). Another retailer that stocks the fans separately is Nexfan (http://www.nexfan.com/70mmfans.html). Both are fairly reputable sellers.

ys-tech makes some here is the link to them and a good site that sells them.edge-drive (http://www.1coolpc.com/edgedrive.htm) I would order from these guys, they have a 9.8 or so at reseller ratings.com and when and if you buy it Dont tighten the screws to TIGHT it will keep the fan from spinning up if you do.
