im lookin at 2cooltek to get a hsf combo (cuz my super orb doesn't cut it)
which combo is better?
Alpha PAL6035 Ultra w/ Delta 38cfm fan......$30
or the
Alpha Ultra PEP66 w/ 38cfm fan?..........$34
Im lookin at getting it at 2cooltek cuz i heard that Overclockers.com readers get free arctic silver compound...however, is there anywhere that is cheaper?

How about the Pep66, it has tiny little feet. A lot of people use the Pep66, check out the cpu database.

Both are great. The Pep is (arguably) slightly better... but check to see if it will fit your motherboard. If you have to mod it so the fan sits on top then you'll lose any advantage over the PAL.
I strongly recommend NOT getting the Delta fan. It really does sound like a hairdryer and will have your nerves frayed in a 1/2 hour :). Try a Sunon 23cfm 60x25mm. A good balance of effectiveness and quietude.

If you get the Delta, be careful with plugging it into the CPU fan header. They've been known to burn them out.

shouldnt i get a fan with the most cfm's?
where should i get the alpha that comes with a sunon fan?
the most cfms is undoubtedly the delta.. but as you've read, people hate the noise. the sunon isn't a requirement... they're good, but most fans other than the delta are fine...
the delta on my hog was loud but after a couple of week`s i got used to it get the delta and buy a rehostet for it so you can turn it down
