i went on the cpu database to see the various speeds that the amd processors can do and found that the processor listed as
2600 XP was the best(haven't checked all the results, lol). is it the AMD Athlon XP processor or a different one????

it is the athlon xp yes.
I think if you read all the results, and if the database were up to date, you would find that the 1700's, and 2100 overclock the best.
if your after a good overclocker you want a 1700 tbred B, JIUHB, DLT3C. Some pople say that some week are better than others, ive notices people want to go for week 10 the most.

week 10 means that the cpu was produced in the 10th week of this year. There are codes on the cpu that you need to decipher in order to find out. Different weeks, different steppings all affect how far you can overclock a CPU.

if i bought a OEM T-BRED 1700 processor. what would the difference be, would i need to unlock it. or would i be better off buying a new retail one.

The difference between the OEM and Retail processor is that the Retail processor comes with a 3-yr warranty from AMD. The OEM doesn't come with any warranty.
T-Bred's come unlocked already. Oh BTW,
