I am putting a system together and I want performance minus the price. The answere is simple...AMD and overclock the hell out of it. If the net result is under 700mhz than its not worth it. But what is the best (don't forget price) processor out there for such a system?

All the durons seem to oc pretty much as well as each other, regardless of rated speed. A 650 should make it to 900 quite easily, and if you get a bit lucky you can get a gig out of it. Good cooling and a volt mod to your board should gaurantee a gig out of any duron pretty much. I'd go with a 650 or 700, and make sure you have a good hsf like the Alpha PEP66 or Globalwin FOP38 - and get a good mobo, if you want a fairly cheap one with great features get the ordinary KT7a (without RAID).
go for a cheaper duron, i dunno what you still get. for the bucks you save get a nice hsf fop38 or something(if you can stand the noise 8) ). o/c it to the maxx. good luck.

The 700 I ran wasn't worth a crap. I'd say go with the 650.

personally i think most duron can overclock about the same amout regardless of stock speed .... it has been my experience that a stock duron will overclock 250mz above stock without problem regardless of setup ..... (with the noted exception regarding case cooling) .. personally i think it is a greater accomplishment to overclock a 600 to a gig than say a 700 to 1100 for example ... it is all about squeezing the most at the least sort of speak
