Make sure all the dipswitches are set to off, all the voltage jumpers and the jumperfree selection jumper are all set to jumperfree, and try cleaning the chip again - wipe the bridges with a damp tissue and then dry with a dry tissue to get rid of all the lead. Also try holding down the 'insert' key when booting, this ought to clear CMOS (I think - never had to try it myself). I doubt you've fried it, keep trying, and good luck... weird one this :-D

Your setup seems pretty good - sufficient ram, decent video card, good mobo and processor. To tell you the truth it looks like you did your research and stuck to what you knew would work. A lot of people (myself included) have real similar setups.

PS One culprit of no-booting can sometimes be the CMOS battery - I have had to replace CMOS batteries in brand new mobos, but most likely it is another issue other than that.
