In most of the case you've got 2 cpu software cooling progs. running at the same time. In my case it was CPUidle and the asus smartdocter build-in cooler. Things hanging at startup? .. out of ideas

How do you measure CPU-use, with what program? I'm still looking for one that does no software-cooling and looks at CPU-use.

Task manager if you run win2000,,,ctrl+alt+del.

An even better shortcut to the taskmanager is Ctrl-Shift-ESC. It's my new three finger salute. If you've got win2k, task manager can show you exactly what is using how much of your processor. Just check the processes tab, and start looking. One thing that I did experience, yesterday my cpu usage was going from 0 to 68% about every second-and-a-half, but nothing showed up in the taskmanager to indicate what it may have been. This only happened after trying(uncessfully) to burn a cd using Nero(newest version 5.something). I'll let you guys know if I figure out what it is.
