Abit IT7 Max2 V2.0 boot-after-power-off problem?

whenever i turn-off my computer (whether by choosing to shut down from Windows, hitting the power switch or pulling the plug), i can't immediately turn my computer back on. if i push the front power button again, it does nothing. the fans don't spin at all, the drives don't spin, the PSU doesn't turn on (the fans). i have to simply leave the computer off for about ten minutes and then i can turn it back on. i don't ever have this problem if i just restart the computer. it reboots just fine. it only locks when i turn it off.

my specs:
Abit IT7 Max2 V2.0 (with the March BIOS)
P4 1.6a @ 2400MHz @ 1.57 actual VCore
SLK-900U with 92mm Panaflo M1A
Seagate Barracuda V 120GB
Toshiba DVD-ROM SD-M1712
Gainward Ti4200 64MB
Seasonic 300FS 300W PSU

my systems temps are 32C idle and 45C load (Primed)
i don't think any of the components are the problem cause this problem only started happening with this mobo (worked fine with an Asus P4PE). if you could help me out, i'd appreciate it.
