It looks like braided sleeving with red heatshrink on the end.
Don't have link, but it's widely available.
You can see a similar product that was used, and a guide on how to do it here:

You need sleeving, heatshrink tubing and patience.

SVC.com has everything you need. They have the cable sleeving in 14 different colors and they also have a steel set as well. I believe they also carry heat shrink. There are many guides online on how to do this but you will most likely have to remove the Molex connectors. Radio shack has a pin extractor you could use which should save some time. If you have a sparle PUS I dont suggest you use the pin extractor.

second the svc cable sleeving. a tip for the svc sleeving: expand the ends of the sleeving with a wide pen of some sort and heat the ends such that they stay expanded. it'll makes things a lot easier. also, you may find that taping the leads on the molex connectors will also make the going easier. and yes, like malph said, you need patience. can't tell u how many times i just wanted to give up on the damn thing and buy a psu presleeved.
I did the same thing, check this link Click (http://www.pcbritt.com/sleeveguide.htm)
yeah pretty sad IMO about the sig issue oh well :D
Yep, just sleeving. I picked mine up at autozone.
BTW G@ZZ@ links to other websites in your sig are against the rules. Might wanna remove it before a mod does.

A safety pin/sowing needle can be used to undo Molex plugs, andis a litlle cheaper.

that always works too but I would suggest something a little stiffer and firmer. Some of them could be real stubborn when it comes to removal.
