I believe it's 3M weatherstip adhesive that you're talking about, and it would darned nearly hold the bumper on your car. Carefull where you spray it.

We have it locally at Meijer's, but that don't help you....

If you just wanna hold a fan on, rubber cement is pretty close to the same thing. Follow the directions and apply to both surfaces, let it "skin" over (until it's not tacky anymore) then carefully align and press the two together.
It won't be coming off anytime soon, and you don't get any second chances to realign it, once they touch, it's over. Use pencil marks and such to guide you.

Home Depot & Lowes both sell it here. Black can, white lettering, and I think thin red horizontal lines. 3M Spray adhesive with a number, like 731 or something.

3M Super 77 spray adhesive - black can, best stuff ever

I second athayer187's reccomendation of Super77. All spray adhesives are *not* created equal. I've never used 3M Weatherstrip Adhesive, but I've tried a good half-dozen others, and they all lose their adhesive bond relatively quick (talking days here). Super77 isn't like superglue in a can, but if you need to spray it, spend the extra $3 and go with the 77.
