Yes. All it would require is some externial wiring and resistors to step down the voltage from the PS.

Then wrap the fan in some foil tape if you want it shiny.

Then again the LED's + cost of a roll of foil tape would be more than a case fan that came with themw ould cost.

goggle it.. im sure i saw an article on how to add LEDs to a common case fan.. in the fins
looked so damn tight.. black fan with a red glowing circle in the middle
 
Why do you need the resistor?
I have done this: I used 4 3.3v LEDs in series so thats....13.2v
I feel that is more than enough headroom. Dunno though?
 
The only problem with buying fans with LED's in them is that most of them only spin at 2700 max and I don't feel like spending a WHOLE lot of money on ones that spin faster with LED's!
