Pre-tested cpus?

I've tried 4 p4 cpus in my board and EVERY one of them is CRAPPY for overclocking.. two 2.8's only get about 3.3 or 3.4 with watercooling.. two 2.4's get to about 3.1 - 3.2 .. wtf is the problem.. I want 3.6 or so out of one of these but it just isn't happening.

Does anyone have a cpu for sale or know where i can buy pre tested cpu or know where i can buy a certain batch of cpu ? No places online that i've seen will let you select what you want :/
