cooling for 1.7ghz p4 celeron?

Ouch... 1.7ghz celerons are Willammate cores. About the top you could expect out of that would be 2.1ghz, and don't be surprised if you get stuck under 2ghz, even with awesome cooling.
Instead of spending $30 on a heatsink, it would be wiser to spend abou $60 on a 2.0ghz celeron, which will overclock to between 2.7 and 3ghz on the stock heatsink. (It has the newer, faster northwood core.) You can always sell the old one for $40 on ebay.
If you must keep the same CPU, I would go with this. Or maybe this. And $30 is about as cheap as you can get for a reasonable P4 heatsink.

Honestly, though, if you aren't satisfied with your overclock with the heatsink you already have, then it's time to upgrade your CPU.
