Without Using the Tempeture Sensor How can you turn the Fan to full power??

yes there is, just spin it back and forth until you get the speed you want.

You can also remove the "turny thing" (the rheostat) and place the included jumper over the same pins. If you want constant full power the jumper saves space over the rheostat.
