If your ram is deafault at CAS 3 and it is run at CAS 2 is there any risk of damgaing the ram?

The only way you can damage your ram is with excessive voltage.

As for aggressive timings (including cas), the only risk is that the ram will not work at those settings.

btw... what are the timings on your samsung?

I have 2x256 pc3200 samsung w/ a default CAS of 3 and im wondering if it will still function at 2

answered my own question. The ram works at CAS 2, now i am just testing stability

Samsung ram can do excellent, especially with a burn-in. Check out this (http://www.vr-zone.com/reviews/Memory/HighPerfDDR/page8.htm) review. Btw, I'm pretty sure that PC2700 and PC3200 are identical.
