Might be the weight factor. Laptops are supposed to be protable so they might want to keep the weight down. Not sure though, copper would work better.
 
I think he means the plate that absorbs the heat...the waterblock.
But, yes, computers do emmit radiation, too. Look on top of your cd-rom drive it will say caution radiation.
 
This has been discussed before, but I can't find the link :(
I'll be interested in seeing the kinds of temps that it gets.
