I can't get my duron 700 past 850MHz, and I only have a 130Watt power supply. Could that be my problem ???

It's a wonder you even got it running, not even mentioning the 850 you got out of it. Are you sure it isn't a 230W? I'm not common with 130Watt PSU's you see? If it's for real, this could very well be your problem, but remember that after a 150-200MHz boost, things start to get difficult. Usually a 250Watt PSU will do, you can get a 300Watt to be sure, but I think that won't be necessary with a duron with a GeForce2Mx and 1 HD/CDROM.
You've taken care of your temperatures? CPU voltage to 1.85 yet? Be sure you don't go above 50°C, but the cooler your CPU, the more stable it will be. It also increases the lifespan of your CPU (if that matters to you).

I don't know if I'm wrong but doesn't the Duron Die at a Temp of 90c(I read this on the AMD Website), or was you saying that 50c will make your Chip Lifespan last longer?

I think he was saying that if you keep temp 50C or below CPU will last longer

Well.. I checked it, and my Power Supply says:
125Watt DC output MAX
I got it running @ 850MHz with 1.7V.
I got 1 HD, 2 CD-Rom's, a floppy (!!) a Geforce2MX and a normal sound card.........
