That and also 1.2 ghz, i heard 1.2 ghz came factory unlock...is that true?

Also should I buy oem or retail...I want to know if OEM have any risk that I should be cautious about and important reason enough to not buy OEM cpu? Any suggestion?

I have always used OEM chips, and never had a problem with them. Plus if you get an OEM chip you can get a better look at the chip itself and the week it was made before you buy. As for finding a Tbird already unlocked, all of the Dresden chips come unlocked(in theory). Dresden chips are known as the blue meanies because of the tint of the die. Blue meanies, the die looks blueish purple, and on Auston chips, it looks green. Unless you have both to look at its hard to tell, unless you've seen alot of them. Just check the L1 bridges with a magnifying glass to see if its locked. Connected means unlocked, cut means locked. From what I understand it is a little hard to find Dresden chips, but if you look on the web long enough you can. Maybe you can get lucky and find a local retailer that knows what he is talking about that can help you. If you get one that is locked, just use rear defogger repair kit to connect the bridges vertically, not horizontally. There are several articals on the web that explain this more indepth. Good luck.

I forgot, always inquiry about an OEM warranty and find out the ups and downs of it. Most OEM warrenties are 30 days, but I have found some places that sell them with 1 Year. So be precausious, but no weary.
