Is the tin intake cover supposed to sit upon the 4 little "shoulders", or indentations, so that there is space between the fan and the top of the heatsink??

as opposed to trying to slide a heatsink peg those shoulders so the top of the intake cover sits flush with the heatsink.

Also, which direction do I want the fan blowing? Blowing into the heatsink, or sucking out of the heatsink??

yes, you need the gap or your bolts will be too long.
yes, the fan must suck.

mine didn't go together right, right out of the box either. I had to bend those little ******** in a bit. just stuck a small flathead screwdriver between and gave them a twist.

Yes on your first question and I tried the fan both ways on mine and found the performance the same no matter if you have it sucking thru the hs or blowing thru,but it was designed to suck the heat away.I left mine on blowing thru..T-bird 1000@1233 1.75V 9x136 (so far) 25-27C idel 36-39C full load,Room temp is always around 75F.
