That depends, some will allow you to set voltages from 5v to 12v, other from 7v to 12v.
Some, like the Sunbeam rheobus, allow 0 to 12v.

Commonly a baybus will give you : 5 / 7v, off and 12v

yea but at some point the fan will stall so if your basing your decision about rheos dont base it on the fact that some can adjust fron 0-12 volts.

so it'd be better to get one that does 5v-12v rather than 7v-12v.

but the sunbeam will allow you to turn the power to the fan completely off if need be. i have a sunbeam:)
 
If you get a rheostat that is the same resistance as the fan resistance you will be able to adjust the voltage from approximately 12 volts to 6 volts. If you get a rheostat that has twice the resistance as the fan you will be able to adjust from approximately 12 volts to 4 volts.
