this is the same thing as an original AthlonMP, based on the Palomino core, and using Ceramic packaging. They have the PowerNow technology enabled (donno if the desktops have it too), for better power management, lower voltages, thus they run cooler ; they might be unlocked, but I'm not sure, like Skiing Squirrel said. They should however be able to work in a desktop computer, if you were wondering that.
