ok how do you know if a jumper is set to on or off? If its on both pins is it on? If it is on one pin is it off? What if you take the jumper off completely what does that do?
 
Most jumpers are two position. When the pins are bridged, it is closed (the circuit is complete). When there is no jumper, or it is only on one, it is open.

With a CMOS jumper, many have 3 positions, one to maintain the CMOS (which is where it will normally be set), and another to open the circuit, which will clear the CMOS settings.
 
on my mobo it is either on or off, so off means that it is bridged and closed or does it mean its on one pin?
