Recording TV to PC?

can anyone record TV programs or parts onto their PC? Like into .mpg format or whatever? What cards and parts do you need to be able to do this?

and don't tell me get a digital video camera..lol

You can buy a tv-tuner card for ~$50. Use the video in to record what tv-show or the tuner, then convert it into .mpg

Because DTV(that includes HDTV) is encoded as MPEG, you can save it to disk as MPEG in real time(that's what my Dell does).
