Watercooling

Is water-cooling a good idea? I’m thinking about buying a water-cooling system. Could someone walk me through the process, of how it works?

A few general questions:
1) Is it hard to maintain?
2) Do you have to keep restocking the reservoir?
3) Is there any fear of leaking?
