Adequate cooling for a non O/C xp1700?

So I don't intend on O/C'ing the CPU, (well maybe just a few hz). Anyyway, I have $30 to spend-what and where? I heard the SK 7 with smartfan 2 would be sufficient?...anyone know of any cheap places to get these?

that setup you mentioned would be overkill for a 1700 tbred b that's not being oc'd. if it's a tbred b than look into Speeze coolers at newegg. they're usually $8-16 and will be plenty. if it's a pally than go with the slk 7 and smart fan. it'd be worth it. or maybe just s reg 80mm 30 CFM case fan.

I'm running a 1700 Dutc at 12x166 at 1.65V in my wife's computer and it stays in the 38 to 42C running prime 95. I'm using this heatsink:
